Santa Barbara County is a diverse community with a rich history of alliances between public services and private, nonprofit agencies.

Mosaic Network has worked with the First 5 program in Santa Barbara from the very beginning. We have close working relationships with the Santa Barbara County Children & Families Commission and local social service providers.

In 2001 we started work with the evaluation team at the University of California, Santa Barbara on an information management system for First 5 children and families programs. This prototype system was the first version of the GEMS evaluation and funding management system now in place at 65 of agencies in Santa Barbara.

GEMS was customized to meet the precise needs of the Santa Barbara Children & Families Commission (SBCFC). The county collects many different sources of data from different programs. This data is in many different formats ranging from hand entered forms to scanned standardized measures and county mainframe data.

Also, the county and State require different output/report formats including fixed format state reports, routine analyses, and customized data analyses.
